Changing Lives with ICT – Transforming Front-Line ...
Paul Waller, Cabinet Office Note Venue - Civil Service Club, 13/15 Great Scotland Yard, London SW1A 2HJ Paul will describe a programme of work that he led from within local government that created a range of new public services to disadvantaged groups, through applying the transformative power of information and communications technology. Out of the work came reusable tools for innovation and service transformation, and live, sustainable, services. Paul Waller is a Cabinet Office senior civil servant responsible for supporting the Government’s Head of the IT Profession and the IT Profession Board in developing and delivering the ICT Capability Strategy for government. His team also provides services and support to the IT Profession, including managing recruitment into the Technology in Business Fast Stream. Up to April 2011, Paul spent five years on secondment to the City of London. There, he directed the Delivery Innovation Team, which delivered a programme within the local government sector to transform front line public services to challenging and disadvantaged groups through the innovative use of ICT. Before that, in the Cabinet Office, he led e-Government work for the UK Presidency of the EU, including the development of European policy, and hosting the Manchester ‘Transforming Public Services’ conference. He was previously Director of Business Operations for the e-Government Unit (eGU). He has held a number of policy posts, notably being responsible for e-Democracy. He started his career in the telecommunications industry, moving on to be an IT industry analyst and managing director of an international IT consulting company prior to joining the UK Civil Service. In Government, he has held a number of IT-related policy and strategy posts including being head of IT Management in the former Department of Transport, and leading the Government's Year 2000 policy. He has a first degree in mathematics and postgraduate qualifications in statistics and in management. He is a Chartered Manager, and a Fellow of the Chartered Management Institute.
