    Changing Lives with ICT – Transforming Front-Line ...

    Paul will describe a programme of work that he led from within local government that created a range of new public services to disadvantaged groups, through applying the transformative power of information and communications technology. Out of the work came reusable tools for innovation and service transformation, and live, sustainable, services.

    Paul Waller is a Cabinet Office senior civil servant responsible for supporting the Government’s Head of the IT Profession and the IT Profession Board in developing and delivering the ICT Capability Strategy for government. His team also provides services and support to the IT Profession, including managing recruitment into the Technology in Business Fast Stream.

    Up to April 2011, Paul spent five years on secondment to the City of London. There, he directed the Delivery Innovation Team, which delivered a programme within the local government sector to transform front line public services to challenging and disadvantaged groups through the innovative use of ICT. Before that, in the Cabinet Office, he led e-Government work for the UK Presidency of the EU, including the development of European policy, and hosting the Manchester ‘Transforming Public Services’ conference. He was previously Director of Business Operations for the e-Government Unit (eGU). He has held a number of policy posts, notably being responsible for e-Democracy.

    He started his career in the telecommunications industry, moving on to be an IT industry analyst and managing director of an international IT consulting company prior to joining the UK Civil Service. In Government, he has held a number of IT-related policy and strategy posts including being head of IT Management in the former Department of Transport, and leading the Government's Year 2000 policy. He has a first degree in mathematics and postgraduate qualifications in statistics and in management. He is a Chartered Manager, and a Fellow of the Chartered Management Institute. He is a Gateway Reviewer for high-risk projects and a Starting Gate Review Team Leader.

    Changes in Nursing - the past 40 years

    Cilla Freud 

    Changes in Nursing over the past 40 years and how these have affected not only the care of patients but also the role of the nurse.

    Cilla Freud worked as a nurse in the community and the acute sector from the late 1960's until she retired 4 years ago. Since then she has been using her expertise in patient and public involvement, working closely with Camden NHS (PCT) to produce service specifications with a patient point of view.

    She is presently a member of the Local Involvement Network in Camden (CLINk) and on the Camden Clinical Commissioning Board as a patient representative. Her passion is that patients and their carers get a say in any changes in the health and social care system that may affect them.

    Steve O'Leary OBE, Director International Services, UKTI

    Steve O'Leary is Director, Infrastructure and Low Carbon in the Sectors Group of UK Trade & Investment (UKTI), responsible for:
    High Value Opportunities Scheme (matching major overseas trade opportunities to UK based suppliers); international low carbon strategy and trade development opportunities for environment and water infrastructure, construction, sports and leisure, and transport infrastructure.

    Steve O'Leary has worked in UKTI since 2007 on inward investment, including in R&D, and on specific trade opportunities. Previously Steve was Acting Director of the Modernising Public Services Group, Cabinet Office. From 1972 to 1998 - he worked in the Department(s) of Trade and Industry on a variety of issues, including various machinery sectors, trade relations with South East European countries and the development of the European Single Market. Between 1983 and 1990, Steve worked in Brussels, on secondment to the European Commission and then in the UK Representation to the EU.
